They receive alot of deliveries such as Amazon/UPS, etc. When confronted by the homeowner, she sprays him with water or something, and when he snatches his package back, she plays victim as if she was hit and injured. How do you deal with folks like this? Should he have let her just take it since its on camera and then call the law?

To try and trip someone up regarding the people she called after a traumatizing event is silly, especially since she went to the trouble to contact the agent and clarify those calls which were to her brother-in-law, a friend, and her victim witness advocate. It's not like she contacted her Dad and an attorney... Alan Jackson also slipped in the word Agents, whenever he got the chance, despite the judge's ruling.
