If I didn’t feel safe around you I’d not stand by you. Having you stand next to me might actually make me feel more unsafe than if you were sitting behind a door in a car. She should write the warning & let him leave & she will once again feel safe.

She wants him to get out of his vehicle because she wants to arrest him & search his vehicle. If she's just writing a warning she can go back to her vehicle and write it, and then give it to him. Then end the traffic stop. Her partner can watch the driver & make sure she's safe.
