If the drivers broke no traffic Laws, the Officer violated SCOTUS Case Law Delaware v. Prouse by detaining them. If an Officer forces you to ID under threat of arrest without a reasonable articable suspicion of a crime, they violate SCOTUS Case Law Brown v. Texas

police officers are not allowed to pull over people in their cars to ask questions, only if the individual in question has committed unlawful infraction etc…if civilian was walking then yes cops are allowed to question as long as the conversation is consensual both parties
