We always wanted the Sheikh to say, it is okay. You do need to fast during the exams week, But why he answered in that manner? Because if he said so, other Muslims will take advantage of him said as a reference. We always try to find loopholes in practicing our faith.

فَمَن شَآءَ فَلۡيُؤۡمِن وَمَن شَآءَ فَلۡيَكۡفُرۡۚ إِنَّآ أَعۡتَدۡنَا لِلظَّـٰلِمِينَ نَارًا أَحَاطَ بِهِمۡ سُرَادِقُهَاۚ so whoever wills – let him believe; and whoever wills – let him disbelieve.” Indeed, We have prepared for the wrongdoers a fire whose walls will surround them
