I agree with THIS 100 percent... President Trump can declare martial law under implied executive authority or statutes like the Insurrection Act of 1807 (10 U.S.C. §§ 251–255), which allows the president to deploy military forces domestically to suppress rebellion or enforce federal law when civilian authorities are unable.
