Is there really a valid distinction between a tactical nuclear weapon and a normal ballistic nuclear weapon as far as the consequences. I don't see any reason tactical nuclear weapon wouldn't kick off a global nuclear war just like a ballistic.

Pres Bush (#1) ordered removal of nuclear cruise missiles from attack subs just before Christmas of '91. I'm sure the portions of C2 s/w allowing launch has long since been removed. Replacing that is going to be mega$ & years.We have a whole class of subs that never had nukes too
