Elements of this bill will create new criminal offences for “the incitement of hatred, fear or intimidation towards another person or group on the basis of race.” It will NOT need to be proven that the targeted person actually did fear these outcomes, and making assumptions of other races will NOT be a defence to these new crimes. This does not sound like a spiritual or religious statement. It comes across as a political outburst — something far removed from the neutrality and restraint expected from a saint of such claimed stature.
