When Curtis initially provided a report on how to detect and prevent such fraud, including mandatory paper trails and source code reviews, the company owner, Mrs. Yang, rejected it and instructed him to hide the fraud in the source code instead. She reportedly told him it was needed "to control the vote in South Florida." Curtis confirms he wrote the prototype as requested but left the company shortly afterward.
