That can't be true for many reasons. I think he's quoting/copying Ibn al-Jazari -a respected scholar- when he mentioned his experience. But Ibn al-Jazari didn't presented it as an absolute fact. Quran, Sunnah, and Ijma say Dua'a acceptance is from the unseen, only known to Allah.

Also Whenever you experience any of these signs while making duaa, understand that it is a special moment—one where the gates of the sky have opened for you. This is the time to pour your heart out in asking Allah, glorifying Him, and sending abundant prayers upon the Prophet Muhammad (peace and blessings be upon him). In these blessed moments, you will feel your words flowing effortlessly, as if you are standing directly before Allah, presenting your requests to Him with full sincerity. SubhanAllah, these moments are truly a gift from our Merciful Creator. Indeed, Allah, the Exalted, has prescribed duaa for His servants, commanding them to call upon Him and promising them a response. He, the Most High, says: “Call upon Me; I will respond to you” (Ghafir: 60). And He says: “And when My servants ask you concerning Me, indeed I am near. I respond to the call of the supplicant when he calls upon Me. So let them respond to Me and believe in Me that they may be guided” (Al-Baqarah: 186). Duaa has conditions, and among the most important is the presence of the heart. One must call upon Allah with a heart that is present, humble, and fully aware that Allah is the One who responds to supplications and is capable of all things. This is one of the most crucial conditions for duaa to be answered. One should not make duaa with a heedless or distracted heart. Instead, one should turn to Allah sincerely, hoping for His response, knowing that He, the Most High, is capable of all things, that He is the All-Sufficient, the Most Praiseworthy, and the Most Wise. Another condition is to avoid consuming haram (forbidden) things. A person must be careful about their food, drink, and clothing, ensuring that they are lawful. One must avoid what Allah has forbidden, such as riba (usury) and other unlawful earnings. The Prophet (peace and blessings be upon him) said: “Allah is Pure and accepts only that which is pure. And Allah has commanded the believers with what He commanded the messengers, saying: ‘O Messengers, eat of the good things and do righteous deeds’ (Al-Mu’minun: 51), and He said: ‘O you who have believed, eat from the good things We have provided for you and be grateful to Allah’ (Al-Baqarah: 172).” Then, the Prophet (peace and blessings be upon him) mentioned the example of a man who, after traveling a long distance, is disheveled and covered in dust, raising his hands to the sky, saying, “O Lord, O Lord,” but his food is unlawful, his drink is unlawful, his clothing is unlawful, and he has been nourished with the unlawful—so how can his supplication be answered? (Reported by Muslim). This stern warning shows that consuming haram in food, drink, or clothing is among the greatest reasons for duaa to be rejected. Additionally, it is recommended to seek out the times when duaa is more likely to be answered. Among these times are the depths of the night, the last third of the night, between the adhan and iqamah, and during the final part of the prayer before giving salam after reciting the tashahhud and sending peace upon the Prophet (peace be upon him), as well as seeking refuge from the four evils. Also, when the imam sits on the pulpit for the Friday khutbah until the prayer is completed, it is a time for duaa—whether in sujood (prostration) or in the final part of the Friday prayer before giving salam. Similarly, the last hour of Friday after Asr is a blessed time for supplication. Thus, it is prescribed for the believer, when making duaa, to turn to Allah with a present heart, striving for sincerity and having good expectations of Allah, the Almighty. One should be persistent in duaa, repeating it often and asking Allah by His names and attributes, seeking closeness to Him through lawful means. At the same time, one must be cautious of consuming haram, whether in food, drink, clothing, or any other matter. ⬇️
