It's known as zip-merging and is completely legal. Blocking is Illegal. If you try to stop someone from zip-merging, or aggressively prevent someone from merging you can be prosecuted. Zipping reduces queue length, and keeps queues up to 50% shorter. Worth remembering anyway.

Of course he's correct on the purpose of the merge lanes but as a nation of queuers, I can understand why it enraged the LR driver. That doesn't excuse what the LR driver did at all though.

An observation. In the UK, the road is painted to push RH lane into left which gives 'LH' a sense of ownership and they believe RH are pushing in, especially as there is only 1 merge arrow. In other places the open lane is central and there are multiple merge arrows.
