The establishment of this Taskforce reflects a deliberate, system-wide effort to strengthen clinical standards, patient safety, accountability, and learning across public and private health facilities. The Taskforce is oriented toward improvement, active learning, appropriate incentives, and capacity building across the health system, with emphasis on prevention and systems strengthening rather than blame or punitive action in the absence of proven negligence. In this briefing from my desk, I outline the rationale, scope, and direction of the Taskforce, grounded in coordinated governance, prevention, and continuous improvement.

This morning, I made an impromptu visit to Kitebi Health Center to assess service delivery and interact with both staff and patients. I wish to remind the public that all services offered at KCCA health facilities across the city are FREE OF CHARGE. Please do not pay any money for any service. I thank our health workers for upholding the values of patient care, integrity, and teamwork as they continue to serve the people of Kampala.

Outpatient services across all health facilities; public, private and faith-based, are free for every Kenyan registered with the Social Health Authority (SHA). We urge local leaders and members of the public to remain vigilant and promptly report any facility that continues to charge for these services to the relevant authorities. This measure is a key pillar of Kenya's Universal Health Coverage (UHC) agenda, which seeks to make quality healthcare accessible, efficient and affordable for all.

We will not tolerate the misuse of public resources meant to safeguard teachers' health. These funds belong to teachers and we are committed to protecting them. Since October 2023, World Health Organization (WHO) has documented 75 attacks on Kamal Adwan Hospital, 63 on Al-Awda Hospital, and 28 on Indonesian Hospital, resulting in severe damage and destruction to all three facilities. Kamal Adwan and Indonesian hospitals are currently non-functional, while restoration efforts are underway at Al-Awda Hospital.
