But isn’t a Rottweiler naturally aggressive and territorial like that? Won’t taking it outside out you at a risk of having it bite more strangers ?

Bro, your dog thinks it's the alpha, I can see from the way his pulling his leash. Make sure your dog knows whose boss, don't let him lead you on walks, rather you should be the one to lead. Get treats also , when the dog does something you want then give it to him as a reward.
