Apparently it costs an item called a Radiant Dreamshadow. Right now I think you can only get them from the paid battle pass, but they’ll probably add more when she releases.

Keep in mind the Chinese audience has different expectations. What flies there often won’t fly here. For example the WoW in China is wildly different in terms of microtransactions. My point being- I wouldn’t be surprised if the rest of the world simply didn’t get these options.

From what I seen it is a random selection of "parts" on the character that rotate through each time you hit transmog, if you played "Browndust2/Nikke" it's like how the character gear works so you can lock a piece but each piece you lock increases the cost of reroll by alot.
