Charlie’s feet were on water, he was on a high platform with metal chaired legs, and Dan Flood placed a tiny electric fan against that chair leg. I seen video of Flood doing so, and he did so quickly as if he was afraid it may shock him. Also a UVU door was under Charlie that lead to a tunnel. Possible monkey business there as “they” were going under the table BEFORE and AFTER Charlie was hit.

I don't think this guy is smiling because he's glad Charlie's dead. He's pleased with himself for how clever they are, and that they'll never be caught because the local cops and the FBI are going to cover for them--something they knew beforehand. It's possible that their reactions may also indicate that Charlie isn't really dead.
