Video evidence in the second frame shows that the man was holding onto the neck of her dress and pulling it towards himself; a dress with a low neckline, which means that by pulling it away from her, he exposed her breasts to full public view. Anyone with a height higher than that neckline would have a clear view of that girl's breasts. That same video evidence shows that all the girl did initially was try to get his hands off her dress, and only swung at him and pulled his own clothing when he refused to let go.
