After the 2030 census, where blue states are set to lose at least 12 electoral votes, it may become impossible for Democrats to win a House majority. To all those who are saying that Congress has a lot to answer for, the First Amendment to the Constitution in 1951 introduced Article 15(4), which protected reservations for SCs and STs.
