If Congress was never officially re-established then how has it been running since then lawfully? Also… would this mean, if the government stays closed 60 days then Congress would be “dissolved” again? The essential employees could be brought back and Trump could move forward?

Disagree There are 6 democrats that won’t vote for it. So they will need 57 senators. The better idea is to end the silent filibuster and bring back the talking filibuster. Make the 80 year old Dems talk 24/7, 7 days a week. 47 senators 6 senators a day, speaking 4 hours each, after 8 days they start on round 2 of speakers. It wouldn’t last more than 2 weeks
