I totally agree with you. This Kdrama was not supposed to be romantic but actually it was (consider the soft hands's touches and eyes gazes). People think that people have to kiss passionately to be a GL series, but it's not true. This storyline is full of hints about their love

yes there's the genre to be considered (not romance but mystery/thriller) and the deeply conservative country where it's produced and its limitations, ofc it's fine to yearn for more and hope the creators push for more but dismissing jaeseulgi entirely as queerbait is so unfair
