Excellencies, Distinguished Delegates, It is an honour to address this Biennial Summit. We gather at a moment when the 2030 Agenda is in peril. It is estimated that we need to close a financing gap of $4 trillion annually if we are to meeting the Sustainable Development Goals. A succession of crises has exposed the fragility of our interconnected economies and revealed deep inequities in our capacity to respond. While some nations are able to mobilise trillions to shield their citizens and economies from pandemics and other emergencies, others are left constrained by debt and denied fair access to global capital. We should use this Summit to push for the full implementation of commitments made across various forums – from the Financing for Development process to the #G20 and Climate Change COP. We must strengthen coordination between the UN, the African Union, the G20, international financial institutions and other global financial actors, embedding inclusivity at the heart of global economic governance. To close the SDG financing gap, we need to undertake the following bold measures: Firstly, we need debt relief and restructuring that is faster, fairer and more comprehensive. Secondly, we need to mobilise affordable, accessible financing from a wide range of sources. Thirdly, we need to rechannel unused Special Drawing Rights to countries in need. Fourthly, we must scale up concessional finance through development banks. Lastly, we must reform global tax rules to curb illicit financial flows Beyond financial instruments, we need confidence that commitments will be honoured and that global rules will be shaped by all members, not just a few. Let us forge a new compact for financing sustainable development rooted in solidarity, equity and mutual accountability. South Africa stands ready to ensure this Summit becomes a turning point in our collective effort to build a sustainable, inclusive and resilient global economy. I thank you. #UNGA80 🇺🇳

At the G20 Summit, I outlined the impact of Hurricane Melissa, one of the most powerful storms ever recorded in the Atlantic. While the full economic toll will take months to finalize, early estimates already show catastrophic losses. For Jamaica, and for small island developing states across CARICOM, the climate crisis is not abstract. It is an immediate and existential threat. A single climate event can erase decades of development and destabilise public finances overnight. Disaster risk reduction is therefore not optional, it is central to our national survival. Jamaica is determined to rebuild stronger and more resilient. We have activated our disaster-risk financing framework to support immediate response and recovery. But the scale of devastation exceeds what small economies can manage alone. I extend sincere appreciation to our international partners whose support has been critical. The unprecedented strength of Hurricane Melissa, following recent storms such as Hurricane Barry, underscores the urgency of global action. The world must adhere to the 1.5-degree target. Failure to act will guarantee more frequent and more destructive storms for countries like ours. Resilience must guide us. Investing in resilient infrastructure, diversified energy systems, and preparedness is simply sound economics. We call on G20 members to provide climate finance at the scale and concessionality required to rebuild, expand risk-transfer mechanisms, and strengthen agricultural systems that sustain livelihoods. Jamaica is committed to a just energy transition and to achieving at least 50% renewable electricity by 2030. But achieving these goals demands partnership, technology, financing, and capacity-building from major economies. Let us build the partnerships necessary to strengthen resilience and accelerate the transition to clean energy for the benefit of present and future generations.

🇨🇳China unveiled BIG MOVES to support Global South at G20 Leaders' Summit. It's China's eight actions for global development, here's the detail👇 1⃣is to pursue high-quality Belt and Road cooperation. On top of 700 billion yuan ($96.7 billion) added financing windows and an additional 80 billion yuan ($11.1 billion) injection into the Silk Road Fund, China is moving ahead with the development of the multidimensional Belt and Road connectivity network, one that is led by the building of a green Silk Road and will empower a digital Silk Road. 2⃣is to implement the Global Development Initiative. On the basis of over 1,100 development projects already in operation, China will make sure the Global South research center that is being built is fit for purpose, and the $20 billion of development funds will continue to be put to good use to support developing countries and deepen practical cooperation in areas such as poverty reduction, food security and digital economy. 3⃣is to support the development in Africa. Xi said that at the Summit of the Forum on China-Africa Cooperation held in September, he unveiled 10 partnership actions on joining hands with Africa to advance modernization over the next three years and, in this connection, a commitment of 360 billion yuan ($49.7 billion) in financial support. 4⃣is to support international cooperation on poverty reduction and food security. China decides to join the Global Alliance Against Hunger and Poverty, supports the G20 in continuing to convene the Development Ministerial Meeting, and will stay a committed host of the International Conference on Food Loss and Waste. 5⃣is that China, alongside Brazil, South Africa and the African Union, is proposing an Initiative on International Cooperation in Open Science to help the Global South gain better access to global advances in science, technology and innovation. 6⃣is to support the G20 in carrying out practical cooperation for the benefit of the Global South and using outcomes such as the Roadmap to Increase Investment in Clean Energy in Developing Countries and the High-Level Principles on Bioeconomy to good effect. China supports the work of the Entrepreneurship Research Center on G20 Economies based in Beijing, and supports cooperation on digital education and the digitization of museums and ancient archives. 7⃣is to implement the G20 Anti-Corruption Action Plan. China is strengthening cooperation with fellow developing countries in fugitive repatriation and asset recovery, denial of safe haven, and anti-corruption capacity building. 8⃣is that China is pursuing high-standard opening up, and unilaterally opening its doors wider to the least developed countries (LDCs). China has announced the decision to give all LDCs having diplomatic relations with China zero-tariff treatment for 100 percent tariff lines. From now to 2030, China's imports from other developing countries are likely to top $8 trillion.

I am also pleased to mark the signing of the Memorandum of Understanding between Dinar Holding "Kenya" and Millionaire Concept Global, which establishes a practical framework for joint cooperation, supports the platform’s expansion into East Africa, and strengthens engagement between African companies, entrepreneurs, investors, and sector leaders from around the world. Today, Africa is no longer viewed merely as an emerging market; it has become a pivotal continent for opportunities, investment, innovation, talent, and entrepreneurship.
