Well worth the watch. ​The situation began when a New Hampshire State Trooper pulled Frank Staples over on Interstate 93. ​The Violation: The officer initiated the stop because he observed that Staples’ vehicle was missing a valid state safety inspection sticker. ​The Catch: Upon checking the vehicle's records during the stop, the trooper discovered that the car's registration had also expired several months prior. ​The "Break": In an attempt to show leniency, the officer chose not to write a ticket for the expired registration. Instead, he decided only to issue a single citation for the inspection violation under NH RSA 266:5. ​Staples chose to represent himself in court, and when it came time to cross-examine the trooper, he laid out a simple, flawless logical trap. He asked the officer a series of questions regarding how the law is structured: ​The Prerequisite: Under New Hampshire law, a vehicle must be actively registered before it can legally undergo a state safety inspection. ​The Paradox: Because the officer already established that Staples' car was unregistered at the time of the stop, it was legally impossible for him to get it inspected. ​Staples effectively argued to the judge that the state cannot legally penalize a citizen for failing to perform an action (getting an inspection) that the state’s own administrative rules made completely impossible for him to achieve at that time. ​The trooper was forced to admit on the stand that he knew registration was a strict prerequisite for an inspection, but that he had chosen to skip writing the registration ticket anyway. ​Because the officer failed to cite Staples for the actual, legally viable offense—the expired registration—the state's case for the inspection violation completely crumbled. The judge took the matter under advisement, and Staples was later notified that the citation was officially dismissed. ​That officer knew with each answer that his case fell apart. It was really impressive to watch Frank slowly pick apart this officer question by question.
