In smaller aircraft the flight controls are mechanically linked and they're regularly inspected both by maintainers and the pilots. Even in the case of total loss of power you would still be able to steer. Keep your damn hand inside the plane.

Yes and no. Does it create enough drag to steer? Yes. Do flight instructors teach it? NO. Do it wrong and prepare for a really painfull visit to hospital.
