Tbf mag doesn't act as a strat ulti, it acts as instant -1 for enemy. Strat ulti's don't inherently block the enemies ability to react or create -1's, while mag ulti is one of the few things that does(meaning you can't pun shotty/hawkeye/etc a mag ulti) it removes agency like cc.
