It's difficult to estimate the altitude on a video like that, but for me it looks very similar to Satellite fragments or anything like that, entering earth atmosphere.

If it was also seen in Kyrgyzstan then it cannot be aimed at Ukraine, that is the wrong direction and then it is no Oreshnik, but more likely some other kind of space debris
