An RNC Delegate’s Foreign Agent Work and Possible Al-Shabaab Connection Karl-Marx Von Batten III is deeply embedded in D.C. Republican politics, serving as Chairman of the D.C. GOP Development Committee and as a 2024 Republican National Convention Delegate. But in 2023, Von Batten was also working as a registered foreign agent for Somali interests, including a client identified in DOJ FARA filings as: “The Clan Leaders of the Sool, Sanaag, and Cayn regions.” Those were the Sool, Sanaag, and Cayn (SSC) regions at the center of the battle for Las Anod. Von Batten lobbied Congress, the State Department, and the Executive Office of the President for U.S. support for the SSC cause and against American support for Somaliland. The FARA filings do not individually name the clan leaders Von Batten represented, but Garaad Jaamac Garaad Cali is an obvious figure to examine. He is the senior traditional Dhulbahante clan leader and was one of the central traditional leaders behind the SSC-Khaatumo project during the 2023 conflict. Given his position, it is reasonable to question whether he was among the unnamed “Clan Leaders of the Sool, Sanaag, and Cayn regions” represented by Von Batten. That matters because the SSC traditional leadership was directly connected to both the armed campaign and an al-Shabaab Commander.” Abdi Madobe was one of the commanders leading SSC combat operations during the Las Anod conflict. Then came the U.N. finding. U.N. Security Council Report S/2025/777, paragraph 51, in its discussion of Al-Shabaab’s expansion into North-East State, states that approximately 200 fighters were operating under Abdi Madobe, describing him as a “long-serving senior commander” in the region. So the chain deserves scrutiny: Von Batten represented the SSC clan leadership; Garaad Jaamac was one of the most senior traditional leaders of that movement and a plausible member of the unnamed client group; Madobe commanded forces for the SSC military effort; and the U.N. later reported 200 fighters operating under Madobe in its section on Al-Shabaab. Now listen to Von Batten’s own words to a Somali audience in Washington: “I’m a Republican.” “I’ll fight for Somalians any day, anytime, anywhere.” “If you have something to do with Somalia, I will work with you.” “I’ll support you, I’ll give you money.” “I’ll argue in Congress.” “I’ll yell and I’ll scream and I’ll kick down doors for Somalia.” “We need people to fight for Somali and Somalians.” Those statements land differently when placed beside his DOJ FARA filings. When Von Batten says “I’ll argue in Congress,” federal records show that he was actually lobbying Congress for SSC clan leaders, including Ilhan Omar’s Washington, D.C., office When he says “I’ll fight for Somalians any day, anytime, anywhere.” he was simultaneously working to advance Somalian government interests in Washington. That is the contradiction at the center of the footage: a D.C. Republican leader and RNC delegate was also acting as a registered foreign agent for Somali interests, representing SSC clan leaders while openly telling Somalis in America that Somalia’s fight is “our fight” and promising money, congressional advocacy, and political pressure to advance it. And hanging over the SSC connection is Abdi Madobe—the SSC commander the U.N.
