If you are wondering why exam centres are so strict, it is because of the online login system. There is a strict deadline to log in, and you cannot access the test after that. The staff at the centre have no control over this rule.

Facts seem incomplete. If there was a roadblock, how come only three were late and not more? Also, there should be some provision for students who have genuine reasons for being late, despite the cheating risks. Can't waste a whole year for a few minutes.
