I was thinking of creating something like this, and was thinking about the flickering problem, I'm guessing if it doesn't deviate too much from any previously detected location isn't counted as new, right?

Not if you use tracker. Then you know it would be the same object counted twice.

Absolutely :)) all you need is model to detect packages like YOLOv8. You can train it in few hours.
