This shift will reduce supply, increase rents, and ultimately hurt tenants, not protect them. This is not a tenant-protection policy. It is a market-distortion policy that creates barriers to entry and concentrates the rental industry in the hands of a few.

So if your longtime tenant leaves, and you’d been holding rent low because they were a great tenant, you now have to fill out a 28-page interrogation document and go before a Kafkaesque panel of pansexual trustafarian retards and explain to them how rent increases are necessary to fund upkeep. Regardless of your reasoning or requested increase, they can block it. They’ve effectively seized control of housing in Portland, and when everything turns to sh*t they will blame the evil capitalist pigs.
