If the laterite is well compacted it is good to go. If the stone base is not properly done too, it will fail Traffic count is what determines the design of any road. It's not all the time you have all the layers complete.

I don't see any wrong if this was designed. Application of Bitumen or MC1 is a binder between aggregate and pavement finish(Asphalt). Note that road classification properties like ADT(Average daily traffic), minimum design speed etc determines pavement design.
