Impact After Term | 15 : TVA's Tamil Digital Library — Bringing Tamil's Civilisational Knowledge to the Digital Age Established by Kalaignar in 2001 to enable the Tamil language to thrive in the Internet era and promote Tamil learning across the world, the Tamil Virtual Academy has spearheaded several pioneering digital initiatives. Among its most significant has been the Tamil Digital Library—created to preserve centuries of Tamil literature, manuscripts, archival records and cultural resources in digital form, while making them freely accessible to students, researchers and Tamil communities worldwide. Following the formation of the DMK Government in 2021, the Tamil Digital Library underwent a significant transformation. As Minister for Finance and Human Resources Management, Dr. PTR allocated ₹96.65 lakh in the 2022–23 Budget to accelerate the digitisation of rare books, manuscripts and archival collections. After assuming charge as Minister for Information Technology and Digital Services, he oversaw the next phase of its expansion, broadening both its scale and public accessibility. Today, the Tamil Digital Library hosts over one lakh rare books, manuscripts, journals and historical records. Nearly 19.89 lakh pages have been digitised, including over eight lakh palm-leaf manuscript pages, thousands of rare photographs and hundreds of hours of archival audio-visual material—creating one of the largest digital knowledge repositories dedicated to an Indian language. The initiative also placed a strong emphasis on accessibility. With an allocation of ₹1 crore for the Inclusive Digital Library, access was expanded for persons with visual impairments. During Dr. PTR's tenure as Minister for Information Technology and Digital Services, 12.85 lakh pages were converted using OCR technology, while 1.30 lakh pages were made available in accessible formats such as DOC, EPUB, DAISY and Braille-compatible editions. The initiative was further expanded through a series of dedicated digital knowledge platforms, including Tamilar Thagaval Attruppadai, the Digital Cultural Atlas and Kalaignar Karuvoolam. During this period, the complete digitised works of 38 eminent Tamil scholars, literary figures and leaders were also made publicly accessible, alongside thematic digital collections preserving Tamil Nadu's literary, political, social and cultural history. The impact has been substantial. Speaking on the theme “Powering Progress: New Alliances in Digital Governance,” I highlighted our bold journey — built on infrastructure, inclusion, and integrity. From globally benchmarked digital public infrastructure to our leadership in e-governance, Tamil Nadu continues to demonstrate how digital delivery can be citizen-centric and equitable. I also emphasized that internet connectivity is not just a technical necessity but a fundamental pillar of social justice — and that bridging the digital divide is essential for inclusive growth. While India stands at the cusp of an unprecedented global economic realignment, all states must be empowered to compete fairly. Instead of intentionally directed incentives or restricted investment flows, we need a more collaborative Union–State framework that unlocks the full potential of each region. As Minister for Information Technology and Digital Services, he worked towards extending Tamil Nadu's IT growth beyond Chennai, with a special focus on transforming Madurai into a regional technology and innovation hub. This vision was pursued through a combination of institutional investments, industry partnerships and strategic interventions. Alongside the establishment of the iTNT Hub Regional Centre to nurture Deep Tech innovation in southern Tamil Nadu, sustained efforts attracted new technology companies, enabled existing firms to expand and strengthened Madurai's innovation ecosystem. Today, the Madurai ELCOT SEZ alone supports more than 4,000 IT jobs. Four landmark initiatives launched in February 2026 by then Hon'ble Chief Minister Thiru. M.K.Stalin reflected this broader transformation. Among them was the ₹150 crore Pinnacle Infotech Global Centre of Excellence at the Madurai ELCOT IT Park. Having already created nearly 1,500 local jobs after commencing operations in Madurai in 2023, the company chose the city for the next phase of its AI-enabled Building Information Modelling (BIM) operations—reflecting growing confidence in Madurai's talent pool and technology ecosystem. Complementing this, the ₹50 lakh HP Centre of Excellence was established at Sri Meenakshi Government Arts College for Women through HP's CSR initiative in partnership with ICT Academy. The centre equips women students from Madurai and neighbouring districts with industry-ready digital skills, helping bridge the gap between education and employment while strengthening the talent pipeline for the region's expanding technology sector. Pinnacle Infotech also laid the foundation for Tamil Nadu's first dedicated women's residential campus within an IT Special Economic Zone, accommodating around 1,200 women professionals and creating the support infrastructure needed to encourage greater participation of women in the technology workforce. A long-standing land constraint that had limited industrial expansion was also addressed. When HCLTech sought to expand its operations in Madurai, the availability of suitable land had become a major challenge. Through Dr. PTR's intervention, underutilised land originally allotted to Honeywell was reclaimed and allotted to HCLTech through ELCOT, paving the way for a ₹150 crore expansion project on 2.41 acres at the Ilanthaikulam SEZ. The project is expected to create 1,000 additional technology jobs while transforming idle land into productive investment. Taken together, these initiatives have helped reshape Madurai's technology landscape. Spread across 6.33 acres with 2.33 lakh sq. ft. of built-up space, the IT & ITES facility is expected to generate employment for around 3,200 professionals, further reinforcing our technology-driven growth and job creation efforts. With this inauguration, it becomes the third IT tower operationalised during my tenure as IT Minister. Earlier, the 1.16 lakh sq. ft. facility in Trichy (17.02.2024) and the 2.66 lakh sq. ft. tower in Coimbatore (05.11.2024), were inaugurated by the Hon’ble CM, expanding Tamil Nadu’s regional IT footprint.
