The suggestion of having a separate counter is logically correct so it saves lots of time for the customer. This regulations was brought in as a customer responsibility with a benefit in return of money and this return of bottle is merely optional and not compulsory. Even it is not returned today if you return tomorrow you will get the Refund. Hence it is not a scam. The money sits with government as a liability to return to the customer anytime when the bottle is given. If it is never returned it is shown as other income after a considerable period of time. This is merely adminstrative issue and not a scam in my opinion. Everyone has the right to challenge the government. But addressing as " Tharkuris" and connecting an actor name is not the way you challenge the government. It will keep backfiring. @VigneshTvkCbe @TVKVijayHQ
