Die in your rage.” Emir Balat, 18, threw the devices outside Gracie Mansion — the NYC mayor’s residence. Ibrahim Kayumi, 19, supplied them. They crossed the George Washington Bridge at 11:36 a.m. The attack began at 12:15. Both were arrested at the scene. Kayumi told NYPD on body camera: “ISIS.” Investigators asked Balat about the Boston Marathon bombing. He called it too small. His answer: “No, even bigger.” During the perp walk, Balat raised his index finger three times — the ISIS salute. An officer tried to block his hand with a manila folder.
