An 18-year-old drove to New York City Saturday morning with homemade bombs in his car. Then he asked for a pen. He wrote: “I pledge my allegiance to the Islamic State. Die in your rage.” Emir Balat, 18, threw the devices outside Gracie Mansion — the NYC mayor’s residence. Ibrahim Kayumi, 19, supplied them. They crossed the George Washington Bridge at 11:36 a.m. The attack began at 12:15. Both were arrested at the scene. Kayumi told NYPD on body camera: “ISIS.” Investigators asked Balat about the Boston Marathon bombing. He called it too small. His answer: “No, even bigger.” During the perp walk, Balat raised his index finger three times — the ISIS salute. An officer tried to block his hand with a manila folder. Balat raised it above the folder and did it again, grinning at cameras. The IEDs were mason jar-sized — studded with nuts and bolts, packed with a highly volatile explosive used in multiple international terror attacks. FBI bomb technicians said they could have caused mass casualties. Both suspects had traveled to Istanbul. Kayumi also visited Saudi Arabia in 2024. The FBI is now searching a storage unit in Pennsylvania. Kayumi’s father told the New York Times he had no idea his son had left. “If he’s going to be five minutes late, he calls. We didn’t know what was going on.” His family owns a $2.25 million, 5,800-square-foot home in Newtown, Pennsylvania. Both face five federal counts — among them attempted material support of a designated foreign terrorist organization and federal explosives charges. This was not poverty. This was not desperation.
