At first they were all about attracting tourism and crypto capital inflows (0% tax) and now, .. wait for it .. enshitification. Don't ever trust govts, other than to reliably slowly encouch on your rights.

Same in Europe since 1.7.26 and MICA full force application. They call that "travel rule".

This is the offramp getting stricter, not self-custody getting banned. The chain stays open. The licensed exchange in Thailand now has to attach a name and keep five years of records when a self-hosted wallet touches their books. That is paperwork at the door, not a lock on your keys. If you cash out through a regulated venue, assume they will ask who you are. That is the part to plan for. The headline is a reminder that the permissionless part is the wallet, not the bank window.

thats a total nonstarter

Self custody was supposed to be the part regulators couldn't reach. Watching that assumption get chipped away country by country is the real story here, not any single rule.
