A simple traffic stop for driving in inclement weather with headlights off blows up into chaos. A traffic stop in Jacksonville, Florida, involving 22-year-old William McNeil Jr. and the Jacksonville Sheriff’s Office (JSO). The incident began when Officer D. Bowers pulled McNeil over in the Woodstock neighborhood, citing that his headlights and taillights were off during "inclement weather." ​ According to police reports, McNeil was "verbally combative" and refused to provide his ID, instead repeatedly asking for a supervisor. McNeil stated he couldn't roll down his window because it was broken, which is why he initially opened his door to speak to the officer. ​ As seen in the video, while McNeil is talking to an officer on the passenger side, another officer (later identified as Officer Bowers) suddenly smashes the driver’s side window. ​ Immediately after the glass shatters, the officer strikes McNeil in the face/head and forcibly drags him from the vehicle. The JSO launched an internal investigation following the video's release. However, Sheriff T.K. Waters later stated that the State Attorney’s Office found the officers did not violate criminal law. McNeil was charged with possession of marijuana, drug paraphernalia, and resisting an officer without violence. McNeil eventually pleaded guilty to resisting without violence and driving on a suspended license. The drug charges are still pending. ​A federal civil rights lawsuit was officially filed in September 2025 by high-profile attorneys Ben Crump and Harry Daniels. The suit alleges racial profiling, excessive force, and a "culture" within the Jacksonville Sheriff’s Office (JSO) that justifies unjustifiable violence. McNeil’s legal team claims he suffered a traumatic brain injury, a fractured tooth, and multiple lacerations. McNeil’s attorneys have also petitioned the U.S. Department of Justice (DOJ) Civil Rights Division to launch an independent investigation into whether the JSO violated federal law regarding the deprivation of rights under "color of law." ​While the officers have been cleared of criminal wrongdoing by the State Attorney’s Office, the civil lawsuit remains active and is the primary path for accountability currently being pursued by McNeil's team.
