This is why if I ever own rental property it will be a concrete block building, with painted concrete floors, and walls. The windows will be 5 feet off the floor and there will be a floor drain in every room. I will also have it in the lease that I get to come in once a month to change the HVAC filter so that I can monitor the condition inside.
