context: in this case the headlight is missing because it has an intake mounted there for the (probably large) turbo to suck massive air in directly from the front of the car. the dude would have lost. it's possible it was a cop in a seized vehicle baiting him into a ticket, but highly unlikely based on the dude gapping in the end and hauling ass.
