Yes they are. I covered this crisis during my campaign last year. This has been going on under the Harris Biden administration for years with little or no attention.

The most crazy part of these agencies refusal to submit plans to Congress is, NONE OF THESE AGENCIES ARE MANDATED UNDER THE CONSTITUTION. They were created by politicians. They have NO AUTHORITY to refuse a request by Congress. Only the Legislative branch has the role of creating laws & with the Judical branch, forcing them, NOT THE EXECUTIVE BRANCH. We know from SCOTUS rulings that some of these EOs are unconstitutional, e.g., student loan forgiveness. So why has Congress sat on their brains and allowed the 3 letter agencies as well as the Executive Branch, which does not have absolute power, to refuse compliance with Congressional power conferred by the Constitution? It would seem that Congress has abdicated their responsibilities to the 3 letter agencies & the WH. So, why do need any of the current congressional members?
