Clearly you missed the actual plot of MHA. At that point he is not Tomura. He's a mess of at least 3 identities. His original, Tenko Shimura. His villian, Tomura Shigiraki. His Master, All for One. Therefore, her "rule" applied does not work because he's not Tomura.

That's not plot armor. AFO had transferred his consciousness inside Tomura, so the latter didn't know if he was still really himself, or someone else. In other words, he wasn't in his right mind, so Star & Stripe's rule was null and void.

She was a bit too overpowered with her quirk but all for one was almost impossible to defeat with how many quirks he had acquired in a 300 year span. The only reason he lost in the final battle was the same reason he was OP for a time, because he was written to.

I dropped the manga after this. I was so sick of him getting away, and this was also the moment I realized this was going to be it for the rest of the series. The villain was not going to change and he would be saved until the very end.
