It happens at every level. Where I live the council went on a tear laying red interlocking brick as far as the eye could see. A good friend suddenly had her whole driveway paved with… you guessed it. Her husband was a city employee That was not a one off 🤨

This type of corruption has been occurring for decades from aid money given to them by the West in third-world countries, and these Western politicians taught them how to keep the money and funnel it back to them through NGO's and non-profits. Now, because canada is a 3rd world country, expect every bit of corruption happening in 3rd countries will occur in canada.

All you have to do is talk to honest contractors. The ones who don’t get the contracts usually are the good ones. It’s not a shock at all. Any large trade companies know this (usually unions) there is TONS of padding going on and always will be.
