fun fact, most of the PS1 games don't jitter as much as modern Unity3D demakes ;) If the engine is fast enough for 60 Hz you can use 512x480i resolution for better vertex snapping precision. If not, you still have some options to improve it, horizontally at least.

actually I plan to remove most of the loading screens by using streaming, each location will require about 2 secs to load at full x2 CD speed, so if you're not a bunny hop speedrunner you won't see any gaps

Would it be possible to make a gyroscope-based device that the PS1 "understands" as mouse input? Maybe a thing you connect to the second controller port, but have to physically attach to the first controller. It would be insane to have gyro-aiming on the PS1. Kinda like this:
