Even by an accountant’s standards, it was a poor account of the management of the finances in 2025-26. Revenue receipts were short by Rs 78,086 crore, total expenditure was short by Rs 1,00,503 crore. Revenue expenditure was short by Rs 75,168 crore and capital expenditure was cut by Rs 1,44,376 crore (Centre Rs 25,335 crore and States Rs 1,19,041 crore). Not a word was said to explain this miserable performance. Actually, the Centre’s capital expenditure has fallen from 3.2 per cent of GDP in 2024-25 to 3.1 per cent in 2025-26. In revenue expenditure, the cuts have fallen in heads that concern the common people. Examples: ⦁ Rural Development: Rs 53,067 crore ⦁ Urban Development: Rs 39,573 crore ⦁ Social Welfare: Rs 9,999 crore ⦁ Agriculture: Rs 6,985 crore ⦁ Education: Rs 6,701 crore ⦁ Health: Rs 3,686 crore Funds have been cut in crucial sectors and programmes. Expenditure on the much-vaunted Jal Jeevan Mission was cruelly cut from Rs 67,000 crore to a paltry Rs 17,000 crore. (In 2026-27, it has been boosted to Rs 67,670 crore, but what credibility does the number have?) After the months-long exercise, the revised estimate of the fiscal deficit has adhered to the budget estimate of 4.4 per cent, and the projection for 2026-27 is that the fiscal deficit will fall by a meagre 0.1 per cent of GDP. The revenue deficit will remain at 1.5 per cent. It is certainly not a bold exercise in fiscal prudence and consolidation. The most serious criticism of the Budget speech is that the Finance Minister is not tired of adding to the number of schemes, programmes, missions, institutes, initiatives, funds, committees, hubs, etc. I counted at least 24. Today morning my supplementary question no 1 on Young India Skills University. I'm proud to say that under the able and dynamic leadership of our Hon'ble Chief Minister Revanth Reddy, he is ambitiously setting up the Young India Skills University in Hyderabad, with the objective of providing job opportunities to the students and imparting skill development training according to the requirements of the local industries that are in demand in collaboration with various companies in the PPP model. A total of 17 priority sectors have been identified, and we will be providing training to 2 thousand people in the first year of 2025-26. We will train 20,000 people every year, and the state has allocated Rs. 100 crore on its part for the same and further wants to create a corpus fund of about Rs. 300-500 crores. Now my question to the ministry is if there is any proposal from the central government to adequately fund this Skills University. Many habitations in Valparai in Coimbatore district and in the rest of the state remain cut off, despite the DMK Government's claims that every habitation in the state has been connected with roads. Here is a heart-wrenching video of an elderly man being carried on foot by villagers for medical help, simply because a road does not exist. In 2025, the Packages Group made a profit before tax of Rs 6.3 billion. This was a significant increase from 2024 when their profit before tax stood at Rs 1.44 billion. But their improved performance has not had the desired effect: nearly 96% of their total profit has been taken by the government of Pakistan in taxes. Why? Because large companies in Pakistan are currently subject to a super tax regime. Out of their total profit before taxation of Rs 6.3 billion, Packages has been left with an after tax profit of Rs 26 crores. And they are not the only company facing such a situation.

This is very unfortunate. Stopping a government that has been voted in for change and hope is a crime. I feel that Vijay should be invited to form the government quickly and be allowed to face the floor test in the assembly. That is natural justice. Any obstruction by any party against this change and hope will be punished by the people of Tamil Nadu."

“Bharatha Pradhamar” is acceptable, but “Indhiya Pradhamar” is unacceptable? I don’t understand this logic! Nationalists are raising concerns that Tamil Nadu Chief Minister Joseph Vijay’s decision to refer to the Central Government as the Indian Government fuels separatist tendencies. As a fellow nationalist, to be honest, I do not see it that way. In fact, I feel the term Indian Government is more compelling, captivating, evocative, and emotionally resonant for patriotic Indians than Central Government or Union Government. The latter terms can sometimes create the impression that the States and the Centre are separate entities, whereas the States are integral parts of India. If “Bharatha Pradhamar” is acceptable, why not “Indhiya Pradhamar”? Perhaps CMOTamilNadu can consider this approach. Instead of saying “The Indian Government,” the Tamil Nadu government could use the phrase “Our Indian Government.” I am sure that would allay some of the concerns and fear expressed about the terminology adopted by the Tamil Nadu government. Agree?

I wish to draw the attention of the Hon'ble Minister of Health and Family Welfare to the plight of accredited social activists, or ASHA workers, who are the unsung heroes of India's healthcare system. ASHA workers have played an instrumental role in improving maternal and child health, increasing immunization rates, and raising awareness about nutrition and sanitation. Their contributions are especially crucial during the Covid-19 pandemic, where they played a frontline role in the healthcare response. Despite being overburdened with responsibilities and working 12-14 hours a day, they are still classified as volunteers, and they receive meagre honorariums and incentives, which are often delayed, leaving them and their families struggling financially. In Kerala, ASHA workers only earn ₹7000 a month, and the government hasn't paid them for months. They have staged nationwide protests over the years demanding official employee status, payment of arrears, better working conditions, retirement benefits, and access to mental and social security services. Their ongoing protest highlights the systemic undervaluation of community health workers in India and particularly in Kerala.
