Before becoming involved in a war either directly or indirectly, they should have to allow the citizens of a country a voice with voting on it. War is a serious thing with a huge impact on everyone involved. I doubt the average people in any of the European nations WANT to play ANY role in that SMO at all.

EU leadership has never cared what the average citizen thinks, as long as they keep paying their taxes the EU is happy.
