Not the water tower, yet.. This was further back.. They were shooting at the Counter Snipers on the roof, and hit the bystanders.

The FBI just wrapped up their investigation in to yesterday’s shooting. They’re arresting Trump for “interfering with a government orchestrated assassination attempt”, “leaving the scene of a shooting with only minor injuries”, “unauthorized use of a MIRACLE!” And “conspiring with God to survive”

Wherever those came from were the ones that hit the JCB telehandler. It was not in any obvious shot line to the roof, but it does make it more in-line for a shot from the water tower.
