Support President Trump’s Agenda RESTORE OUR CONSTITUTIONAL SENATE PASS AMERICA FIRST LEGISLATION WITH THE CONSTITUTION, THE SUPREME LAW THAT OVERRIDES CUSTOMS The Constitution overrides Rule XXII inside the Senate. It does not hand a private person a court order striking the rule down. The remedy is the one the Constitution gives the Senate: a senator raises the point of order, the Senate votes on appeal, and a majority decides. Until that vote, 60 is practice. Practice is not the Constitution The Federalist Papers treat ordinary Senate decisions as majority votes, and they warn against rules that let a minority block the majority Supermajorities are exceptions written into the Constitution for a few high-stakes acts. They are not the rule for passing laws The Senate has 100 seats when every seat is filled. A quorum is a majority of Senators: 51. That is Article I, Section 5. The Senate cannot do business without a quorum The Constitution sets the ordinary rule and then lists the exceptions. A majority of each house is a quorum to do business (Article I, Section 5). The Vice President votes in the Senate only when the Senate is equally divided (Article I, Section 3). That tie-breaker only makes sense if a simple majority decides. A bill that passes both houses goes to the President (Article I, Section 7). “Passed” means a majority of a quorum, not two-thirds. Supermajorities appear only where the text says so: A long habit does not outrank Article I. The Constitution requires 2/3 only for: ✅impeachment conviction ✅expelling a Senator ✅overriding a veto ✅treaties ✅constitutional amendments A normal bill is not on that list The Constitution is above Senate Rules Nothing in the Constitution requires 60 votes to end debate or to pass ordinary legislation, that is a Senate Rule The filibuster is not in the Constitution. The Constitution is the supreme law Senate rules run the room. The Constitution runs the Senate. When they conflict, the Constitution wins After debate ends: 51 votes. Or 50 + the Vice President
