Sure they were. It's the only way they could have ran such a successful misinformation campaign for so long. To manufacturer the lies they did took long, careful planning. They had to get the highest levels of government and the media onboard. They had to construct it in such a way that so that people's emotional fear would make them deaf to the inconsistent things they were saying. This is why they had to launch a counteroffensive of punitive censorship. Likes take massive amounts of time, effort and resources to maintain - by contrast the truth is self evident.
