Shut it down completely. Millions of Americans are jobless. Unless you shut it down, the ones who profit from H1Bs (executives, agencies, HR staff, immigration lawyers, intermediaries, etc) will increase their kickbacks and corruption scheme will be much worse. Not to mention also that many US companies hire their family members on H4 visas on a lower salary and are not hiring Americans. Spouses and children of Indians on H1B get automatically the H4 visa. Indian families on H1B buy a house or two within 5 years in America while Americans are jobless. You will spend billions of dollars investigating these H1B fraud practices in the future when that money can go somewhere else. Does not make sense! Shut it down completely!

It is Chevron’s business model to replace Americans with cheaper (and much less talented) foreign labor including a new Tech Hub in Bangalore India. I took a layoff package last year as Chevron expanded their efforts to replace American jobs with foreign labor. Please investigate them.
