Then who is going to pay the government employee? It's not a fraud but maybe mis used or corrupted by like the rest of agency.

The 16th amendment is a fraud in and of itself. Bill Benson wrote a 2 vol set called "The Law That Never Was." In that set he proved in all 48 states, at that time, that only 2 states ratified the amendment. I actually have the books. They are no longer in circulation.
