I did this myself when I was 16 at school. The school only had one laser (they were very proud of) I designed and built my own detection and amplification electronics and hooked to up to a CRO and used stroboscopic disk an mirrors similar to what is depicted. I did it on a Saturday (school was worried about kids being blinded) across the space between two school buildings. All worked perfectly.

Fizeau’s deranged wooden wheel didn’t just measure light in 1849. It yanked the universe’s fastest thing down from heavenly myth into a messy Parisian attic and turned it into a lab rat you could actually clock with teeth and mirrors.

The speed of light is not measured. There is a lot of presumption. Number one being does a travel to the mirror at the same speed that it travels back.
