Is this not the case with all MLB teams? If not, then the irony of the Marlins offering this when South Florida is probably one place in the United States where you could survive just speaking Spanish and no English.

Tom Mandala has lived in Montreal for seven years, studying at UQAM, but his work visa was denied on the grounds that he didn’t include language proficiency in either French or English. In California alone, 600 drivers were recently disqualified for failing to meet the standards. As of October, 5,500 have had their driving privileges revoked.
