Baroness Louise Casey did not recommend excluding a judge as chair. Every mainstream outlet covered Tuesday's announcement on the Terms of Reference of the Rape Gang Inquiry as progress. The terms were strengthened. Ethnicity is in scope. The inquiry is real. My analysis goes where that coverage does not. What I have produced is the only forensic examination of what these terms actually compel and what they leave untouched. The Home Office is outside scope. The politicians are beyond reach. The timeline cannot deliver what it promises. The criminal accountability mechanism starts fourteen years after the inquiry's own start date. Jess Phillips admitted in the Commons that she waited fourteen years before anyone acted. She remains unexamined by the terms she helped shape. Dame Antonia Romeo misled parliament about evidence destruction and walks away untouched. IICSA deliberately excluded the towns that mattered most and the Home Office oversaw every year of it. The Home Office and its politicians think they have got away with being part of the National Inquiry.
